A land or building registration transcript (謄本) can be requested in person at the land administration office (地政事務所) or online through the nationwide land administration electronic transcript system (全國地政電子謄本系統); computer printouts and electronic transcripts are both NT$20 per page. Anyone can request a "type 2 transcript" (第二類謄本), which hides some personal data; the "type 1 transcript" (第一類謄本), which shows the full data, is limited to the registered titleholder or others entitled to apply by law. The "type 3 transcript" (第三類謄本) is provided to the registered titleholder and to interested parties who have a legal duty of notice or a relationship of acquiring, losing or changing rights and obligations.

Note: A property ownership certificate (權狀) is not a transcript. The Xizhi land administration office, New Taipei, explains that the certificate is only a credential; changes after registration, such as seizure or the setting of a mortgage, can only be seen in the latest registration transcript. Before buying, renting or borrowing, request the latest transcript at that moment and check its print date. Fees follow the latest announcements of the laws and regulations database and the land administration authorities.

How type 1, type 2 and type 3 differ

The transcript categories are set in Article 24-1 of the land registration rules (土地登記規則; laws and regulations database amendment date July 13, 2021):

TypeWhat it showsWho can apply
Type 1Shows all of the registered titleholder's registration dataThe registered titleholder, or others entitled to apply by law or regulation
Type 2Hides the registered titleholder's date of birth, part of the name, part of the unified number (統一編號), the debtor and the debt amount ratio, the obligor of the setting, and so on; restricted registrations and the names and unified numbers of non-natural persons are not hidden. The registered titleholder may request that part of the address be hiddenAnyone
Type 3Hides the registered titleholder's unified number and date of birthThe registered titleholder, and interested parties who have a legal duty of notice or a relationship of acquiring, losing or changing rights and obligations

The nationwide electronic transcript system explains that since February 2, 2015, type 2 transcripts no longer disclose the owner's full name, showing only the surname and part of the unified number, but the full address is still kept (except where partial address hiding was requested). When you apply for type 1 with your own unified number, your own data is displayed in full, while other co-owners are still displayed as in type 2.

The Xizhi land administration office's explanation also says that when an interested party applies for type 3, supporting documents must be attached, and the transcript is annotated with which interested party applied. The electronic system's grading page lists only type 1 and type 2; for how to apply for type 3, contact the land administration office first.

What you can see on a transcript

Both the land register and the building register are divided into 3 parts: the description section (標示部), the ownership section (所有權部) and the other-rights section (他項權利部). According to the Xizhi land administration office's guide to reading land and building registration transcripts (土地、建物登記謄本閱讀秘笈):

  • Building description section: Registration date, reason for registration, building door number, lot number where it stands, main use, main building materials, number of floors, floor level, floor area, total area, building completion date, use of ancillary buildings, shared portions, scope of rights, and other registered matters.
  • Ownership section: The owner, scope of rights and so on. A type 2 transcript shows only part of the name and part of the unified number (統編).
  • Other-rights section: The types and registration order of other rights such as mortgages and superficies (地上權); the debtor and the debt amount ratio are hidden in a type 2 transcript.

Transcript areas are in square meters; to convert to ping (1 ping ≈ 3.3 m²), multiply by 0.3025. To work out building age from the building completion date, see How to check building age; to compare nearby transaction prices, see How to look up actual-price registration.

Applying at the counter, and fees

The Xizhi land administration office's explanation says that "transcripts can now be applied for across offices and across counties and cities"; the "data jurisdiction office" (資料管轄機關) on a transcript is the land administration office where the property is located, and the "transcript issuing office" (謄本核發機關) is the office that actually issued it. That page is undated, so call to confirm before you go. To apply for type 1 you must prove that you are the registered titleholder or someone entitled to apply by law; if you apply through an agent, a power of attorney must be attached, under Article 24-1 applying Article 37, paragraph 1 by analogy.

Fees follow the schedule attached to the fee standards for land or building improvement right certificates and applications to use cadastral data (土地或建築改良物權利書狀及申請應用地籍資料規費收費標準; amended April 20, 2023):

ItemFee
Registration (register) transcript: computer printoutNT$20 per page
Registration (register) transcript: manual photocopyNT$10 per page
Cadastral map transcript: computer printout / manual photocopy / manual tracingNT$20 per page / NT$15 per page / NT$40 per parcel

Certificate fee for an ownership certificate or other-rights certificate, or for a replacement or reissueNT$80 per certificate

One parcel of land or one building may print out several pages; the fee is counted by the number of pages, not by the number of items.

Applying online: the nationwide electronic transcript system

The nationwide land administration electronic transcript system (ep.land.nat.gov.tw) is run by Chunghwa Telecom (中華電信) on commission from the Ministry of the Interior and the county and city governments. The key points stated on the system's pages are:

  • Fees: Electronic transcripts (including registration, land value, cadastral map, building survey result map, change index and change list) are charged by the page at NT$20 per page; the notes page that follows "this transcript has finished printing" (本謄本列印完畢) is not charged. Looking up a building number (建號) by door number costs NT$10 per door-number query.
  • Payment: It is added to the monthly Chunghwa Telecom bill, and you must hold a HiNet monthly-billing account; a prepaid-card account (starting with 2) can also be used. When applying with a prepaid card, both type 1 and type 2 require a Citizen Digital Certificate (自然人憑證) or a business certificate (工商憑證); bring your own card reader.
  • Type 1: Apply with the registered titleholder's own unified number, together with a Citizen Digital Certificate or a business certificate.
  • Limit: The default monthly limit is NT$5,000; applications whose status has not become "preview print, downloaded" (預覽列印 已下載) are not charged.
  • Hours: For Taipei and New Taipei, application hours are Monday to Saturday, from 8 a.m. to 9 p.m.; the transcript can be collected within 1 week of applying and verified within 3 months.

If you do not yet have a Citizen Digital Certificate, see How to apply for a Citizen Digital Certificate. The system's home page announces the periods when individual land administration offices suspend applications because of resurvey data conversion and similar reasons; check before you submit.

Do electronic transcripts have legal effect?

The electronic transcript system's page on "legal basis and effect" (法源依據及效力) explains that electronic transcripts combine the electronic certificates of the government certificate authority, electronic signatures and encryption and decryption, and "have the same legal effect as written transcripts"; it also cites a Judicial Yuan letter of September 13, 2002, saying that courts hearing cases should accept cadastral transcripts that members of the public attach after applying online, but the judge may still ask the party in an individual case to provide materials for comparison.

Pay attention to how you hand it in. The system's consent form states that what is saved or printed after "preview print" is decrypted plaintext data and no longer meets the written-form requirement of the electronic signatures act (電子簽章法). The consent form refers to "Article 4 of the electronic signatures act", which was the article number before the May 15, 2024 amendment; under the current act, the written-form requirement is in Article 5, paragraph 2 (the content must be fully presentable and retrievable later for verification). When you submit it to an agency or company, provide the check code or the downloaded encrypted file so that the other side can run the transcript verification itself; the verification period is within 3 months from the date of application.

FAQ

Can I look up the transcript of someone else's home?

You can apply for a type 2 transcript. The land registration rules provide that anyone may apply for type 2, but the owner's date of birth, part of the name and part of the unified number are hidden. As the system reminds users, the handling and use of transcript data must still comply with the Personal Data Protection Act (個人資料保護法).

What if I only know the door number, not the lot number or building number?

The electronic transcript system offers a door-number query at NT$10 per query, so you can find the building number first and then apply for the transcript. Whether you can apply at the counter with only a door number, check with the land administration office first.

Is a cadastral transcript the same as a household registration transcript?

No. A cadastral transcript is issued by the land administration office and records the registration data of land and buildings; a household registration transcript is issued by the household registration office (戶政事務所) and records a person's household registration data, at NT$15 per page under the household registration fee standards (戶政規費收費標準).

How recent does a transcript have to be to be accepted?

The regulations set no uniform "validity period"; it depends on the requirements of the receiving agency. For example, the Department of Household Registration's summary table of supporting documents for change-of-residence registration (戶政司) specifies a type 1 building transcript "within the last 3 months". Before you submit, ask exactly how many months old the other party wants the transcript to be.
