Report Illegal Parking in Taipei and New Taipei: 7-Day Limit

This article is general information for reference only and is not legal, tax, medical or engineering advice. Rules, fees and subsidies change; check the latest notice from the responsible authority before acting. For electrical, gas, structural or health risks, consult a licensed professional.

This is the English edition of a Chinese article, adapted with AI assistance and checked against the original. Where the two differ, the Chinese version and the official sources it cites prevail.

The public can report only the violations listed in Article 7-1 of the Road Traffic Management and Penalties Act (道路交通管理處罰條例), and for parking there are only 5 types: (1) temporary parking on a sidewalk or pedestrian crossing, (2) parking on a sidewalk or pedestrian crossing (for both of these, motorcycles and arcades are excluded), (3) temporary parking against the direction of traffic (wrong-way temporary parking), (4) parking in a space reserved for people with disabilities in violation of the rules, and (5) double parking; and reports made more than 7 days after the end of the violation will not be cited. Parking on red lines, yellow lines, within 10 meters of a bus stop or intersection, or in front of a fire hydrant is not on the list the public can report; if you see it on the spot, call 110 or 1999 to ask the police to attend. Taipei uses the traffic violation reporting zone (臺北市交通違規檢舉專區) and New Taipei uses the New Taipei City Police Department traffic violation reporting system (交通違規檢舉系統) for online reports.

Reminder: Reports must be made under your real name with your national ID number; anonymous reports, or reports where the reporter's identity cannot be confirmed, will not be cited. The 7 days count from the day of the violation (including that day); for example, for a violation on September 1, the report must reach the receiving agency by September 7 at the latest. This article is compiled from the current text in the national laws and regulations database (Article 7-1 of the Act was amended on May 29, 2024 and took effect on June 30, 2024); actual acceptance methods follow the latest announcements of the police departments of Taipei and New Taipei.

Note the wording of the provisions: Article 7-1, paragraph 1, subparagraph 15 lists only "temporary parking against the direction of traffic" from Article 55, paragraph 1, subparagraph 4; double temporary parking and temporary parking not close against the right side of the road, which are in the same subparagraph, are not listed; wrong-way "parking" (Article 56, paragraph 1, subparagraph 6) is not on the list either. Subparagraph 16 likewise takes only "parking on sidewalks and pedestrian crossings" from Article 56, paragraph 1, subparagraph 1; parking in the other places where temporary parking is prohibited in the same subparagraph (such as red lines) is not on the list. The above is compiled from the literal text of the provisions; whether an individual case is accepted is up to the receiving agency.

Definitions in Article 3 of the Act: "temporary parking" (臨時停車) means stopping for less than 3 minutes to pick up or drop off people or load or unload goods while keeping the vehicle ready to drive off immediately; "parking" (停車) means leaving a vehicle at either side of the road or in a parking place without being ready to drive off immediately. For the difference between red and yellow lines, see Can you stop temporarily at red and yellow lines? Article 7-1 also lists driving violations such as running red lights and failing to yield to pedestrians, 18 subparagraphs in total, for example How much is the fine for failing to yield to pedestrians.

What to prepare for a report

Under Article 20 of the uniform penalty standards and handling rules for road traffic management violations (違反道路交通管理事件統一裁罰基準及處理細則; the "handling rules" below), a report must state:

  1. The reporter's name, national ID number, address, and phone number or other contact method.
  2. The location, date, and time of the violation, and the facts of the violation.
  3. The license plate number of the offending vehicle, the vehicle type or features enough to identify it, and evidence of the violation (photos or video) attached.

The notes on the New Taipei City Police Department online reporting system add:

  • Illegal parking must show the vehicle was "stopped": provide images showing the vehicle stopped for more than 3 minutes, showing the front and rear of the vehicle or 2 or more frames, or images that clearly prove the vehicle could not drive off immediately.
  • What to capture: the license plate and the violation (for example, on the sidewalk, double parked) must be in the shot at the same time.
  • Original files: provide the original file for digital camera photos, to make sure the shooting date and time are correct; do not use URL links or online videos as evidence, which are treated as incomplete data and must be corrected.
  • Real name: from January 1, 2019, you must provide your real name and national ID number, and you may be notified to attend and explain if necessary.
  • False reports carry criminal liability: forging or altering photos or video, or reporting under another person's name, may constitute offenses such as forgery of documents.

FAQ

Can I still report illegal parking after more than 7 days?

No. Article 7-1 of the Act provides that reports made more than 7 days after the end of the violation will not be cited; the New Taipei police department's way of counting includes the day of the violation: for a violation on September 1, the report must reach the receiving agency by September 7 at the latest, and a report that arrives on September 8 will not be accepted.

Can I report red-line parking?

Ordinary parking on red or yellow lines is not on the list of reports the public can make under Article 7-1; for parking, only these 5 types can be reported: temporary parking on a sidewalk or pedestrian crossing, parking on a sidewalk or pedestrian crossing, wrong-way temporary parking, occupying a space reserved for people with disabilities, and double parking. If red or yellow line parking obstructs passage, call 110 to ask the police to attend.

Can I report a motorcycle parked on a sidewalk?

Article 7-1 expressly excludes them: for temporary parking and parking on sidewalks and pedestrian crossings, "motorcycles and arcades are not included", so a motorcycle parked on a sidewalk, and cars or motorcycles parked in an arcade, are not parking items the public can report.

Can I report illegal parking anonymously?

No. Anonymous reports, or reports where the reporter's identity cannot be confirmed, will not be cited; New Taipei requires your real name and national ID number. By law, the receiving agency may not disclose the reporter's personal data.

If a car has been illegally parked for a long time, can I keep reporting it?

Repeat reports of the same violation will not be cited; for the same vehicle violating the same rule with the times no more than 6 minutes apart and without passing through an intersection, citation is limited to once.
