For births or premature births from January 1, 2026, whether the mother has Labor Insurance, National Pension or farmers' insurance, or no social insurance at all, the social insurance maternity benefit plus the government birth subsidy add up to NT$100,000 per birth. Taipei and New Taipei each pay a further city birth subsidy: NT$40,000 for the 1st newborn, NT$45,000 for the 2nd, and NT$50,000 for each from the 3rd. That means a qualifying household registered in Taipei or New Taipei can receive about NT$140,000 in total for a first baby, and for twins or more the central government subsidy is increased proportionally. Below, the eligibility, deadlines and application windows are organized into the central government, Taipei and New Taipei.
Note: The central NT$100,000 follows administrative rules such as the guidelines for the labor birth subsidy (勞工生育補助要點), with public budget making up the difference; it is a subsidy paid out of the annual budget, not the benefit amount set by the labor insurance act (勞工保險條例) itself. Taipei's measures were just amended on September 3, 2026, and New Taipei's guidelines on December 15, 2025. Each payment has its own household registration and deadline conditions; rely on the latest announcements of the Bureau of Labor Insurance, Ministry of Labor, the Taipei City Government civil affairs department (臺北市政府民政局) and the New Taipei City Government civil affairs department (新北市政府民政局).

| Farmers' insurance maternity benefit + top-up subsidy | Bureau of Labor Insurance, Ministry of Labor (farmers' insurance business) | NT$61,200 + NT$38,800 = NT$100,000 | Paid together when you apply for the farmers' insurance maternity benefit |

For the same birth, the central government's various social insurance maternity benefits and subsidies can be claimed under only one scheme (you pick one); the city governments' birth subsidies are a separate payment and can be received together with the central NT$100,000. For public-employee insurance, the Executive Yuan's personnel administration agency (行政院人事行政總處) has set the guidelines for the maternity benefit shortfall subsidy under insurance for civil servants and teachers (公教人員保險生育給付差額補助要點, effective January 1, 2026): an insured person under public-employee insurance who is a Taiwan national or is married to a Taiwan national, and who gives birth or has a premature birth on or after January 1, 2026 and claims the public-employee insurance maternity benefit, receives a shortfall subsidy if the benefit is under NT$100,000. In principle it is paid together with the maternity benefit, it is increased proportionally for twins or more, and it is handled by the Bank of Taiwan. For military personnel, Plan 2.0 for countering the declining birth rate (少子女化對策計畫 2.0) plans a separate subsidy modelled on the one for civil servants and teachers, to bring benefits up to NT$100,000 per birth; when this article was verified, the published text of such a regulation was not found, so please ask your unit's personnel office.
Central Government: Labor Insurance, National Pension, Farmers' Insurance and the Uninsured
Labor Insurance (guidelines for the labor birth subsidy): the subsidy goes to women who are Taiwan nationals, and to the foreign, mainland China, Hong Kong or Macau spouses of Taiwan nationals, who give birth or have a premature birth on or after January 1, 2026 and who meet one of the following:
- They claim the Labor Insurance maternity benefit under the labor insurance act (a female insured person who gives birth after being insured for 280 days, or who has a premature birth after 181 days). The Labor Insurance maternity benefit is a lump sum of 60 days of the average monthly insured salary of the 6 months counting back from the month of birth, and the government tops it up to NT$100,000 in total.
- They give birth or have a premature birth while Labor Insurance is in force but with fewer than 280 days of insurance (181 days for a premature birth), and they do not meet the conditions for other social insurance or for military, civil servant and teacher maternity benefits: NT$100,000 is paid directly.
The Bureau of Labor Insurance's Q&A explains that a female worker who is only a foreign national (not the spouse of a Taiwan national) can claim only the Labor Insurance maternity benefit and does not get the subsidy that brings it up to NT$100,000; the subsidy can be paid only into an account at a domestic financial institution or post office. The claim period is 5 years from the day after the birth or premature birth: for example, for a birth on March 1, 2026, you must apply before March 1, 2031.
National Pension: a National Pension insured person who gives birth or has a premature birth while the insurance is in force receives a lump-sum maternity benefit of 2 months of the then monthly insured amount; for births or premature births on or after January 1, 2026, public budget tops it up to NT$100,000, increased proportionally for twins or more.
Farmers' insurance: a female farmers' insurance insured person who gives birth or has a premature birth on or after January 1, 2026 receives the maternity benefit of NT$61,200 (monthly insured amount NT$20,400 x 3 months) plus an extra NT$38,800, for a total of NT$100,000; NT$200,000 for twins and NT$300,000 for triplets. A male farmers' insurance insured person who claims the maternity benefit for his spouse gets no extra amount and still receives NT$61,200; the Bureau of Labor Insurance suggests that the spouse claim instead through her own farmers' insurance or National Pension.
Not in any social insurance: under the guidelines for birth subsidies for the birth mothers of National Pension insured persons and of Taiwan-national newborns whose mothers are not in related social insurance (國民年金保險被保險人暨未參加相關社會保險之我國籍新生兒之生母生育補助要點), NT$100,000 is paid per birth where the mother gives birth or has a premature birth on or after January 1, 2026, the newborn's birth registration or initial household registration is completed in Taiwan, and the mother is not in Labor Insurance, farmers' insurance, public-employee insurance, military insurance or National Pension; it is increased proportionally for twins or more.
Taipei City Birth Subsidy: From NT$40,000, Apply Within 60 Days
Taipei's original childbirth award payment measures (生育獎勵金發放辦法) were amended and promulgated on September 3, 2026 and renamed the Taipei City birth subsidy payment measures (臺北市生育補助發放辦法). Under the current text:
- Amount (Article 7): NT$40,000 for the 1st newborn, NT$45,000 for the 2nd, and NT$50,000 for each from the 3rd; the order follows the birth order of the children registered as born to the same mother or father. For a stillbirth after 20 weeks of pregnancy or more, NT$40,000 is paid regardless of birth order.
- Eligibility (Article 3): the newborn has completed birth registration or initial household registration at a Taipei household registration office (戶政事務所) and is still registered in Taipei when applying; and the newborn's father or mother must have been continuously registered in Taipei from 10 months before the date of birth or expected due date until the time of application. Someone who was continuously registered in New Taipei, Keelung or Taipei before applying and is registered in Taipei at the time of applying also counts as continuously registered.
- Deadline (Article 4): for those who completed birth registration, apply within 60 days from the day after birth, which can be extended to 1 year with approval if there is a justifiable reason; for those who completed initial household registration, within 1 year from the day after birth.
- Applicant and window: in principle the newborn's mother applies, at the household registration office that handled the birth registration or where the newborn is registered; bring the application form, proof of identity and a copy of your financial institution account.
- Newborns born before the amendment promulgated on September 9, 2025 are handled under the rules before that amendment (Article 11).
New Taipei City Childbirth Award: From NT$40,000, Apply Within 1 Year
Under the New Taipei City Government's guidelines for payment of childbirth awards (新北市政府發放生育獎勵金補助要點, amended December 15, 2025):
- Amount (point 5): NT$40,000 for the 1st newborn, NT$45,000 for the 2nd, and NT$50,000 for each from the 3rd. These amounts apply to newborns born on or after January 1, 2026; those born from January 1 to December 31, 2025 are handled under the rules amended on December 17, 2024, and those born on or before December 31, 2024 under the rules amended on December 30, 2021 (point 9). If a baby was born in 2025 and is still within the 1-year application period, confirm the amount with the household registration office.
- Eligibility (point 3): the newborn's birth registration or initial household registration was done in New Taipei, and when applying the mother or father and the newborn are still registered in New Taipei, and on the date of birth one of the following applies: the mother or father had been registered in New Taipei for 10 months; or less than 10 months at the birth but with an accumulated 10 months of continuous registration by the time of application; or an unmarried woman registered for 10 months, and so on.
- How the registration period is counted (point 4): from the date of the last move into New Taipei to the date of birth; periods of continuous registration in Keelung, Taipei or Taoyuan before moving in can be added together. But for the route of "registered less than 10 months at the birth, and continuously registered until 10 months have accumulated after the birth", the count starts from the date of the last move into New Taipei and the rule on adding Taipei, Keelung and Taoyuan periods does not apply.
- Deadline and window (point 6): complete the birth registration within 60 days from the day after birth, and apply within 1 year from the day after birth at any household registration office with your ID card, seal and a copy of your bankbook; late applications are not accepted.
Both cities treat the length of household registration as a threshold, so people who have just moved or who rent should watch the move-in date. For the procedures see what to bring to move your household registration and can you register your household at a rented home.
Order of Claims After Giving Birth (This Article's Suggestion)
The following order is this article's suggestion, not an official rule:
- Within 60 days after the birth, register the birth at the household registration office and at the same time ask about and apply for the city birth subsidy (Taipei requires application within 60 days).
- Apply for the Labor Insurance (or National Pension, or farmers' insurance) maternity benefit; the NT$100,000 subsidy is paid together with it.
- Then apply for the monthly childcare allowance or childcare subsidy; for amounts and eligibility see childcare allowance and childcare subsidies 2026.
FAQ
When does the NT$100,000 birth subsidy start?
It depends on the date of the birth or premature birth: only births or premature births on or after January 1, 2026 qualify. For mothers with Labor Insurance, National Pension or farmers' insurance, or with none, the total is NT$100,000 per birth, increased proportionally for twins or more.
If the mother has no job and no Labor Insurance, can she get NT$100,000?
Yes. With National Pension, the maternity benefit plus the top-up subsidy total NT$100,000; a birth mother who is not in Labor Insurance, farmers' insurance, public-employee insurance, military insurance or National Pension at all also gets NT$100,000 per birth under the guidelines for mothers not in social insurance, as long as the newborn completes birth registration or initial household registration in Taiwan.
Do I have to apply separately for the Labor Insurance birth subsidy?
No. The Bureau of Labor Insurance explains that for those who meet the labor birth subsidy guidelines, the subsidy added by the government is paid together with the Labor Insurance maternity benefit, so you only need to apply for the maternity benefit; the claim period is 5 years from the day after the birth.
How much is the Taipei City birth subsidy?
Under the Taipei City birth subsidy payment measures amended on September 3, 2026, it is NT$40,000 for the 1st newborn, NT$45,000 for the 2nd and NT$50,000 for each from the 3rd; you must apply to the household registration office within 60 days from the day after birth.
I moved to New Taipei less than 10 months ago. Can I still get the New Taipei childbirth award?
Possibly, by one of two routes. First, periods of continuous registration in Taipei, Keelung or Taoyuan before moving to New Taipei can be added together, and if the total has reached 10 months at the time of the birth you qualify. Second, if you had less than 10 months at the birth but have been continuously registered since the last move into New Taipei and have accumulated 10 months by the time you apply, you also qualify; this route does not allow adding Taipei, Keelung and Taoyuan periods. The deadline is 1 year from the day after birth, so work out your timing carefully.
