The hidden bottomless pit behind the "$150,000 for water and electricity project"
When renovating an old house or renovating a new house in Taipei and New Taipei, when receiving a decoration estimate from a general contractor or designer, the most confusing thing for many homeowners is the water and electricity project. Quotes often simply say "Full room water and electricity configuration project, $180,000 per unit" or "Water supply and drainage improvement, $60,000 per unit." This kind of "one-size-fits-all" quotation that lacks specific specifications, quantities, and construction methods is the biggest breeding ground for serious disputes and sky-high additional payments in the later stages of decoration. After construction begins, the construction team often adds tens of thousands or even hundreds of thousands of dollars to the house on the grounds that "the original wires in your home cannot be pumped out and have to be built into the wall", "adding new sockets counts as additional", "replacing hot and cold water pipes with stainless steel will cost extra".
What should a standard professional water and electricity estimate look like?
A responsible and professional water and electricity decoration quotation must clearly itemize the work materials and state the "price unit", "quantity", "unit price" and "material brand specification":
- Switch socket outlet (priced by "port" or "group"): State the number of single/double switching ports, the number of 110V/220V socket ports, and the network Number of CAT6 information sockets. Clearly indicate that it includes slotting, pre-embedding PVC flame-retardant pipes, laying 2.0mm single-core wires, installing back boxes and designated panel brands (such as Panasonic COSMO ART or RISNA series). At present, the price of continuous stripping of materials at the general outlet of Shuangbei is about $1,200 to $1,800 per outlet.
- Dedicated electrical circuit (priced by "return"): Clearly list the dedicated circuit for air-conditioning, kitchen high-load circuit, full heat exchanger circuit, etc., and indicate the use of Pacific or Walsin Lihua 5.5mm² twisted wires and special fuseless switches. The double-North market price is about $2,500 to $4,500 per return (depending on the distance of the cable).
- Water supply and drainage pipeline piping (priced by "type" or "meter/point"): The hot and cold water pipes must be marked as "SUS304 stainless steel double crimped covered pipes" instead of inferior iron pipes or plastic pipes; the drainage pipes must be marked as "Nanya PVC thick pipes (W pipes)" and the drainage slope specifications must be stated.
- Full-room stone grooving and waste removal (priced by "car" or "square meter"): Indicate the stone cutting wages, waste bagging (with or without elevator floor transportation fees) and the billing of qualified and legal civil waste removal trucks (the price of a legal 3.5-ton waste removal truck in the two norths is about $12,000 to $16,000 per vehicle).
Three common quotation traps for water and electricity projects
- Trap 1: Under-reporting the number of outlet outlets, each additional outlet after the start of construction will be calculated as a sky-high price: Deliberately undercounting the number of sockets before signing the contract (for example, only 20 basic sockets in the whole room), creating the illusion that the total price is cheap. After the construction started, the homeowner found that there were not enough sockets and asked for more sockets. The construction team charged a high additional unit price of $2,500 to $3,000 per socket.
- Trap 2: Vague material specifications:When writing "big factory wires", they use inferior sub-brands; when writing "imported switches", they use inferior high-quality imitations; when writing "stainless steel pipes", they use thin-walled pipes or uninsulated and coated pipes.
- Trap 3: No mud for caulking and waterproofing repair: After water and electricity pipes are dug into the wall and buried, the pipe trench must be completely filled and smoothed with cement mortar, and the grooved part of the bathroom wall must be redone with a waterproof layer. If the contract does not specify who will be responsible for the backfilling, the owner will have to pay extra to hire a claymaker to finish the work after the work class leaves.
Three golden contract clauses to protect the rights of homeowners
Before signing the decoration contract, be sure to include the following clauses in black and white in the contract attachments:
- Confirmation of actual calculation and changes: "Any new construction not specified in this estimate For changes in items or quantities, both parties must sign a [Project Change Confirmation Form] in advance and confirm the additional amount and construction period before proceeding. If Party B makes any changes without Party A’s written consent, Party A may refuse to pay the additional payment. ”
- Healthy principle of installment payment ratio: Do not pay the contract amount in full. It is recommended to adopt a healthy phased acceptance payment method, for example: 10% signing deposit ➔ 30% acceptance after water and electricity slotting and piping is completed ➔ 30% completion of wood work and mud work ➔ 20% completion of equipment installation ➔ 10% balance is retained after the overall acceptance of the whole room is passed (pay after confirming that the water, electricity and water supply are correct).
- Inspection of materials on site and preservation of factory certificates: State that wires, pipes, and circuit breakers must be photographed and inspected by the homeowner when they enter the site, and the original factory inspection certificate (factory certificate) from the manufacturer must be provided.
Critical day for water and electricity stakeout: The homeowner must be present in person
On the day before the water and electricity enters the site for stone cutting (commonly known as the stakeout day), the homeowner must arrive in person with a list of household appliances and furniture size drawings On site, mark the height and position of each socket with chalk on the wall one by one with the plumber (for example: the bedside table socket should be higher than the bedside backboard, the kitchen appliance cabinet socket should be aligned with the height of the microwave oven, the sweeping robot base socket should be close to the floor, etc.). Confirming the movement lines and living habits on site can save countless reworks and budget waste in the future.
New knowledge on air-conditioning power consumption and Taiwan climate maintenance regulations in recent years (2025-2026 current situation)
With the high temperatures in summer breaking historical records and the adjustment of electricity price structure in recent years, the latest statistics from the Energy Administration of the Ministry of Economic Affairs show that air-conditioning equipment accounts for more than 47% of residential electricity consumption in summer. Many people mistakenly believe that if the air conditioner is not cold, they only need to "replenish the refrigerant." However, in fact, refrigerant is not naturally consumed during normal operation in a closed circuit. If the refrigerant is insufficient, it means that there are micro leaks in the copper pipes or joints. Simply replenishing the air conditioner will only treat the symptoms but not the root cause. Refrigerant leakage will aggravate the high temperature overload of the compressor and shorten its service life.
According to Taiwan's standard operating specifications for air-conditioning projects, it is recommended that professional technicians with a refrigeration and air-conditioning decoration technician license perform "full machine high-pressure water washing and evaporator deep sterilization" every 1 to 2 years for detached air-conditioning indoor units. Especially in the humid summer in the Shuangbei Basin, the air drum and water collection tray are easy to breed black mold and jelly-like biofilm. This is also the main reason for the sour smell in the air-conditioning outlet and the backflow of the drainage pipe. Regular maintenance can maintain CSPF (Air Conditioning Seasonal Performance Factor) level one energy efficiency level, which can save an average household 15% to 20% of air conditioning electricity bills every year.
Autonomous simple maintenance vs professional maintenance safety red line
- Homeowners can do by themselves: Remove and clean the nylon filter regularly every 2 to 3 weeks (rinse with clean water and dry in a cool place, do not expose it to the sun to avoid deformation and embrittlement); clean the air outlet blades of the indoor unit with a dry cloth; check whether there is any accumulation of debris within 50 cm around the outdoor unit that hinders heat dissipation.
- Professional technicians must be entrusted according to regulations: Refrigerant pressure testing and leakage repair welding, high-pressure cleaning of indoor unit air drums and aluminum fins with liquid chemicals, reset of the drainage slope of hidden cold water pipes in the ceiling, and 220V dedicated power circuit configuration and leakage circuit breaker replacement.
