Invisible crisis after the flood recedes: the conductivity of damp lines and residual sediment
When heavy rain or river backflow causes water on the first floor or basement to submerge sockets and distribution boxes, even if the flood recedes, you must not immediately turn on the non-fuse switch to send power. The sediment, impurities and domestic wastewater brought by flooding are rich in electrolytes, which will remain inside the sockets, wire terminals and the mechanical structure of the fuseless switch. As the water gradually evaporates, the salt, sand, and mud left behind form an invisible "conductive path." If power is blindly supplied at this time, it will instantly cause a serious arc fault, burn wires and high-end appliances, and may even cause fatal electric shocks to residents who come into contact with the wall. In many old prime storefronts or first-floor stores in the greater Taipei area, "secondary electrical fires" and mechanical and electrical damage after flooding often cause property losses that are more difficult to estimate than the flood itself.
Step one: Insulation resistance detection "Megger high-voltage impedance measurement method"
Before restoring power, a qualified plumber must use an "insulation resistance tester (Megger)" to conduct line health diagnosis. During the inspection, the master will first cut off the main power supply of the distribution box, turn all branch switches to OFF, and unplug all electrical plugs on the circuit. Then, clamp one end of the high resistance meter to the ground end of the large box, connect the other end to the branch live wire, and release 250V or 500V DC high voltage for testing. According to Taiwan's "Regulations on Consumer Electrical Equipment Installations", the insulation resistance value of low-voltage wiring must be greater than 0.15 megaohm (MΩ) between phase and ground. If it is lower than this standard, it means that the inside of the line is still seriously affected by moisture or the insulation is damaged. Power transmission is absolutely prohibited, and the wiring must be continuously dehumidified or re-pulled.
Step 2: Replace the water-soaked sockets and dehumidify the pipes with hot air
The copper contact points inside the wall sockets and switch panels that have been soaked in water are easily oxidized and powdered, and the spring mechanism will also become stuck due to mud and sand, losing its clamping force. In future use, it will heat up and catch fire due to poor contact. Therefore, it is strongly recommended that all sockets and switch panels below the flood level on the first floor be removed and replaced. After removing the socket, the wiring "junction box" in the wall is often filled with mud and water. The plumber will first use a water suction device to remove the accumulated water, and then use an industrial heat gun to blow hot air into the pipe to accelerate the evaporation of water on the surface of the insulation layer of the wires in the pipe. Only after the insulation impedance test reaches compliance standards can a new anti-leakage socket be installed.
Step Three: Replacement Standards and Safety Lines of Earth Leakage Circuit Breaker (ELCB)
Earth Leakage Circuit Breaker (ELCB) is the most important safety lock in kitchens, balconies and high-risk areas for flooding. The precision electromagnetic induction coil, zero-phase current transformer (ZCT) and tripping spring inside a leakage circuit breaker that has been soaked in water can easily rust and malfunction, and lose its protective function. Water and electricity experts emphasized that leakage circuit breakers that have been soaked in water are "replaced without repair" and must be eliminated directly. Upgraded to a leakage circuit breaker that has passed national inspection, has an operating current of less than 30mA and an operating time of less than 0.1 seconds, which can provide the most solid line of defense against electric shock when power is restored in a first-floor store or commercial space. This is also a necessary process for commercial real estate acquirers to reduce CapEx risks and declare insurance when conducting valuation and depreciation assessments.
