Learn from American Home Inspection! A must-read home inspection guide for hidden water and electricity projects when buying a second-hand house in Taipei

Hidden landmines in antique house transactions: invisible water and electricity projects

In the greater Taipei area, due to high housing prices and the scarcity of new projects in prime road sections, many people’s first choice for buying a house is antique houses and old apartments that are 20 or even 30 years old. However, the transaction contract of a second-hand house often contains the words "hand over the house in its current condition". When viewing a house, many buyers only notice the beautiful wooden cabinets, beautiful floors or fresh paint, but ignore the invisible "concealed water and electricity projects" inside the walls. It was not until after the house was handed over and moved in that we encountered breakdown pain points such as insufficient water pressure in the shower, power outages at sockets, cancer on the walls, and complaints from neighbors downstairs about water leakage. In the United States, there is a very mature culture of "Home Inspection" before a home transaction. Drawing from the American home inspection system, we can use scientific instruments to conduct in-depth health checks on the water and electricity of medieval houses before handing over the house.

Circuit detection science: socket phase and electrical box heating troubleshooting

When inspecting a house, the safety of the circuit is the first priority. Professional circuit testing is not just to plug in the mobile phone charger to see if there is power, but to in-depth check the following three physical and regulatory indicators:
1. Socket phase and polarity detection (use a phase tester): A normal Taiwanese socket has three holes (live wire, neutral wire, ground wire). We must use a professional "socket phase detector" to insert into each hole to observe whether the light signal is correct. Common mistakes are "reversed connection of live and neutral wires" or "no ground wire (G)". Reverse connection in a fire will cause the control switch inside the appliance to cut off the neutral wire instead of the live wire, causing the appliance to remain charged inside after it is turned off, easily damaging precision parts. The lack of a grounding wire will make it impossible to safely conduct the current to the earth when the casing of the appliance (such as a microwave oven, washing machine) leaks, resulting in the risk of electric shock when the human body touches it.
2. Check the matching of the fuseless switch and wire diameter: In order to use high-power electrical appliances, many old apartments will privately replace the original 15A fuseless switch with a 20A or 30A one, but "do not simultaneously change the wire diameter in the wall (such as using 1.6mm old wires)." This will cause the wire to be overheated, melt and ignite when the current is overloaded, but the switch will not trip because the setting is too high. During the home inspection, it is necessary to check whether the wire specification (such as Daya, Pacific 2.0mm) and the switch capacity completely match.
3. Scanning the switch box with an infrared thermal imaging camera: The home inspection company will open the indoor main electrical box, turn on the air conditioning and high-power-consuming equipment throughout the house for 20 minutes, and then use an "infrared thermal imaging camera (Thermal Camera)" to scan the switch contacts. If there is a local reddish abnormal high temperature (for example, over 50°C) on the thermal imager screen, it means that the screw contacts are loose, the contact resistance is too high, or the wires are seriously overloaded. This is a fire hazard that must be eliminated immediately before moving in.

Waterway and pipeline inspection: water leakage thermal imaging detection and endoscope photography

Water leakage disputes are the perennial champion of transaction disputes in antique houses in Taipei. Water line testing must be confirmed through pressure and optical equipment:
1. Pressure test of hot and cold water pipes: Close the faucets and water source main valves in the whole house, connect a pressure gauge to the water supply line and manually pressurize. Observe for 15 to 30 minutes. If the value of the pressure gauge continues to decline, it means that there is a small leak in the cold water pipe or hot water pipe in the wall. The owner must be asked to repair it before handing over the house. Otherwise, the repair cost after installing floor tiles will be extremely high.
2. Large-volume water filling test of drainage holes (water storage and release): Drainage pipes in bathrooms, balconies, and sinks are often partially blocked by cement mortar during the construction process. During the house inspection, the drainage holes should be sealed to store water, and then the water should be released all at once, or a special water pipe should be used to continuously fill the house with a large amount of water for more than 20 minutes, and observe whether the drainage speed is smooth and whether there is any overflow in the surrounding area.
3. Pipe endoscope (wavelength camera) detection: For suspected clogged or high-risk fecal pipes and drainage pipes, professional home inspections will use a "pipe endoscope" that is several meters long and equipped with a light source and lens to extend into the pipe. This allows you to directly see on the screen the physical reality of whether there is sand accumulation, cement nodules, rust blockage or water pipe rupture inside the water pipe, thus avoiding greater damage caused by blind pipe opening.

Budget prices for professional home inspections and water and electricity maintenance in Taipei area

In the greater Taipei area, the reasonable budget for water, electricity and structural safety inspections before buying a house is as follows:
* Includes electrical box thermal imaging camera scanning, socket phase detection, pipe pressure testing, water leakage thermal imaging detection and a complete home inspection report. The market price in Taipei is approximately between NT$ 12,000 and NT$ 20,000 (depending on the layout and the number of square meters).
* Salary and carriage fees are approximately NT$ 3,000 to NT$ 6,000.
This house inspection fee of less than 20,000 yuan is an upfront investment with a very high insurance return rate compared to Taipei housing prices that can easily reach tens of millions of yuan.

Hedging indicators for commercial acquisitions and businessmen: the negotiation value of house inspections in asset transactions

For commercial investors who specialize in buying old houses in Shuangbei, renovating them for resale (flipping) or re-planning and renting them out, Through the "thermal photos of overloaded switch box," "pressure drop diagram of leaking water pipes," and "list of ungrounded sockets" issued in the professional home inspection report, the acquiring merchant can use the repair and replacement costs of these hidden projects (such as NT$300,000 to re-drain water and electricity in the whole room) as direct physical evidence to negotiate a price reduction with the seller. Before the transfer of property rights, clarifying and deducting the repair budget for these basic structural defects is the gold standard process for preventing profit shrinkage and reducing transaction risks in commercial renovation investments.

New knowledge on air-conditioning power consumption and Taiwan climate maintenance regulations in recent years (2025-2026 current situation)

With the high temperatures in summer breaking historical records and the adjustment of electricity price structure in recent years, the latest statistics from the Energy Administration of the Ministry of Economic Affairs show that air-conditioning equipment accounts for more than 47% of residential electricity consumption in summer. Many people mistakenly believe that if the air conditioner is not cold, they only need to "replenish the refrigerant." However, in fact, refrigerant is not naturally consumed during normal operation in a closed circuit. If the refrigerant is insufficient, it means that there are micro leaks in the copper pipes or joints. Simply replenishing the air conditioner will only treat the symptoms but not the root cause. Refrigerant leakage will aggravate the high temperature overload of the compressor and shorten its service life.

According to Taiwan's standard operating specifications for air-conditioning projects, it is recommended that professional technicians with a refrigeration and air-conditioning decoration technician license perform "full machine high-pressure water washing and evaporator deep sterilization" every 1 to 2 years for detached air-conditioning indoor units. Especially in the humid summer in the Shuangbei Basin, the air drum and water collection tray are easy to breed black mold and jelly-like biofilm. This is also the main reason for the sour smell in the air-conditioning outlet and the backflow of the drainage pipe. Regular maintenance can maintain CSPF (Air Conditioning Seasonal Performance Factor) level one energy efficiency level, which can save an average household 15% to 20% of air conditioning electricity bills every year.

Autonomous simple maintenance vs professional maintenance safety red line

  • Homeowners can do by themselves: Remove and clean the nylon filter regularly every 2 to 3 weeks (rinse with clean water and dry in a cool place, do not expose it to the sun to avoid deformation and embrittlement); clean the air outlet blades of the indoor unit with a dry cloth; check whether there is any accumulation of debris within 50 cm around the outdoor unit that hinders heat dissipation.
  • Professional technicians must be entrusted according to regulations: Refrigerant pressure testing and leakage repair welding, high-pressure cleaning of indoor unit air drums and aluminum fins with liquid chemicals, reset of the drainage slope of hidden cold water pipes in the ceiling, and 220V dedicated power circuit configuration and leakage circuit breaker replacement.

🇹🇼 Expat Living Note: Home Repairs in Taiwan

If you are an international resident renting an apartment in Taipei, New Taipei, or anywhere in Taiwan:

  • Voltage & Electrical Safety: Taiwan standard household voltage is 110V (60Hz). Do not plug 220V imported European/UK appliances directly without a certified step-up transformer.
  • Plumbing Terminology: Local plumbers are called 水電 (Shuǐdiàn) and handle both water and electrical repairs.
  • Landlord Obligations: Under Article 429 of Taiwan Civil Code, landlords are legally responsible for repairing natural wear and tear (such as hidden wall pipe leaks, water heater faults, or booster pump failures) unless explicitly waived in your lease.
